Symptom
The district's IEP compliance rate was 78% — well below the state target of 95%. Special education coordinators were tracking deadlines on spreadsheets and calendar reminders. Data
A compliance dashboard displayed every active IEP with key dates: last annual review, next annual review due, triennial due date, and current status. The dashboard was color-coded: green (on track), yellow (due within 30 days), red (overdue). Automated alerts fired at 60 days, 30 days, and 7 days before each deadline.
Plan
The system replaced spreadsheets with a centralized compliance tracker:
1. Every IEP was entered with all critical dates. The system calculated upcoming deadlines automatically.
2. Building coordinators reviewed their dashboard every Monday morning. Any yellow or red items required an action plan documented the same day.
3. Monthly: District director reviewed all buildings' compliance rates. Buildings below 95% received additional support (not punishment).
4. Transition protocol: When a coordinator left, their dashboard transferred instantly to their replacement. No data loss, no missed deadlines.
The key insight was making the data unavoidable. When compliance status was visible to everyone — coordinators, principals, the director — accountability was built into the system.
